The He 119 was originally intended to act as an unarmed reconnaissance bomber capable of eluding all fighters due to its high performance.

Eight aircraft were built. V1 and V2 were landplanes. V3 was fitted with floats. V4 was used as a world record setting aircraft. V5 and V6 were reconnaissance versions and V7 and V8 were bomber versions, later sold to Japan.

Due to the shortage of the DB 601 engines, production was cancelled and the remaining airframes used for research and as test-beds.
