The Dornier Do 22 was operated in small numbers by Greece and Yugoslavia, while also being ordered by Latvia. The four Latvian aircraft were not delivered prior to the Soviet Union invading the country. As a result, Germany retained these units.

The four floatplanes were passed on to Finland, where they were operated on floats and skis during the war.
