When the German and Soviet invasions of Poland created a hopeless military situation in September 1939, many Polish aircraft and aircrew fled to neighbouring countries to avoid capture. Around a dozen PZL P.7 fighters were withdrawn to Romania, arriving as part of the broader evacuation of Polish air assets during the final days of the September Campaign.

Similar evacuations occurred with other Polish aircraft types, including the PZL P.11 fighter, PZL.37 Łoś bomber and PZL.23 Karaś reconnaissance aircraft.

Unlike some other Polish aircraft types that Romania later used in combat operations, the P.7s were restricted to training roles throughout their service with the Romanian Air Force.
